Whistles are perhaps the easiest form of winds instrument to learn to play. They are not available with much in the way of customization.

True Bard D'Or's Fine Instruments in central Crossing, Zoluren and Elepaio's Luthierre on the second tier of Ratha, Qi'Reshalia, both offer a Tin Whistle.

Sinjian's Bardic Requisites of southern Leth Deriel,Zoluren features a woodcarver that will carve whistles of foraged woods. His designs are always of birds, and seem to be completly random. I have seen him do duck, cardinal, chickadee, and several other birds. They appear similar to, "a rosewood chickadee whistle."
